Delinquent Collection Procedures
Motor Vehicle Tax Collections
Motor Vehicle registration renewal may be conducted online via the State of RI DMV Website unless there are unpaid taxes due to the Town. If there are delinquent motor vehicle taxes due, the State of RI Department of Motor Vehicles registration renewal form will note that there are “Unpaid Taxes in the Town of South Kingstown.” In order to release a tax block on an individual’s motor vehicle registration, motor vehicle taxes for that individual must be brought current.
Once a payment is successfully processed, an electronic release is sent to the RI DMV on behalf of the taxpayer. While releases are sent from the Town of South Kingstown immediately upon processing a payment, the RI DMV can take 24-48 hours to process a release, so please allow the DMV two business days to process your block removal.
In addition to implementing tax blocks at the DMV, the Town of South Kingstown may utilize the services of a collection agency for delinquent motor vehicle tax accounts.

Real Estate Tax and Wastewater Billing Collections
The Town holds an annual tax sale for non-payment of Real Estate taxes and Sewer bills under the provisions of Rhode Island General Laws §44-9. According to Rhode Island law, once a Tax Sale is scheduled, a list of the properties included in the sale will be made available in the Tax Collector’s Office, and listed in the legal section of the The Narragansett Times for three consecutive weeks prior to the sale. The tax sales are held in the Town Council Chambers at 180 High St., Wakefield, RI 02879.
For Real Estate taxes regarding property located on leased land, the Town of South Kingstown may place UCC Liens on delinquent property owners for Real Estate property tax and interest due through the RI Secretary of State’s Office.

The Town of South Kingstown may also utilize the services of a collection agency for delinquent real estate tax accounts for property located on leased land.

Water Billing Collections
Rather than collecting a delinquent Water bill through the Tax Sale process, water accounts may be shut off for non-payment. Water bills are mailed quarterly, and property owners are given prior notice of the potential for shut-off of water service where there are delinquent water utility charges.
Article III, Section 4: “Reasons for denying service” of Town Ordinance states: “Service may be discontinued to presently served customers for the reasons stated below ... 6. For nonpayment of bill provided the utility has made reasonable attempt to affect collection and has given the customer written notice to make settlement on his account or have his service denied.”

Tangible Personal Property Tax Collections
The Town of South Kingstown may place UCC Liens on delinquent property owners for Tangible personal property tax and interest due through the RI Secretary of State’s Office. In addition, the Town has the option to hold a distress sale of Tangible properties under the provisions of Rhode Island General Laws, §44-8.
The Town of South Kingstown may also utilize the services of a collection agency for delinquent tangible tax accounts.
