New Ordinance Procedure
Procedure for the introduction, public notification, and Town Council consideration of all proposed ordinances and amendments to established ordinances other than those pertaining to zoning, the granting of franchises, and personnel classification:
- All proposed ordinances or amendments to existing ordinances other than an emergency ordinance shall be first introduced at a meeting of the Town Council. At the meeting of its introduction, the Town Council shall order the proposed ordinance or amendment published at least once in its entirety in a newspaper of local circulation at least 7 days prior to the date of the scheduled public hearing, unless at the discretion of the Town Council ordinances or amendments to existing ordinances are ordered advertised by reference.
- No action shall be taken at the meeting at which the proposed ordinance or amendment is introduced, but shall be referred to a subsequent regular or special meeting for a public hearing. No action shall be taken on the ordinance until the conclusion of a public hearing on the ordinance or amendment. The affirmative vote of 3 members shall be necessary for the passage of any ordinance or amendment.
- Within 14 days after final passage, each ordinance or amendment shall be published by reference at least once in a newspaper of local circulation.
- Nothing contained within this resolution shall prevent the Town Council from exercising its authority to adopt emergency ordinances in accordance with the Charter of the Town of South Kingstown adopted on November 5, 1968, as amended.
